1. Why SOUTH AFRICAN NATIONAL SPACE AGENCY maintains a Contractors Roster?

The Public Finance Management Act requires all public entities to maintain a List of Prospective Providers (vendors). This list is required to be utilised in the requesting of any quotations for purchases estimated at a value less than or equal to R500,000.

SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster enables the organisation to:

  1. Adhere to the Public Finance Management Act (PFMA), the Supply Chain Management Regulations, and the Preferential Procurement Regulation
  2. Provide a source for obtaining supply of required goods and services
  3. Ensure that it deals with vendors whose taxes are in order (Tax Clearance) for purchases above R30,000.
  4. Allow for effective evaluation of acquisitions based on Vendors' BEE profiles

2. What is a Contractors Roster?

A Contractors Roster is a list of prospective providers (vendors) per commodity, which SOUTH AFRICAN NATIONAL SPACE AGENCY is required to keep in terms of the Pubic Finance Management Act.

SOUTH AFRICAN NATIONAL SPACE AGENCY selects vendors from which to solicit acquisitions within its Contractors Roster in the procurement of goods and services.

Registration on the Contractors Roster does not guarantee that a vendor will be awarded a acquisition. Suppliers who are accredited will receive acquisition on a rotation basis. Suppliers are rotated according to their BEE Level. Suppliers with lower BEE Level will be rotated at a higher rate and thus receive greater opportunities to submit acquisitions.

The Contractors Roster provides SOUTH AFRICAN NATIONAL SPACE AGENCY with the following information:

  • The commodity groups that vendors are able to supply
  • Suppliers BEE profile. This information is used for vendor rotation on the database, and evaluation of acquisitions when vendors is invited or chooses to respond
  • Supplier contact information

SOUTH AFRICAN NATIONAL SPACE AGENCY has established a set of criteria that vendor’s are required to fulfill in order to become accredited on the Contractors Roster.

3. Who should register on the Contractors Roster?

Vendors, who supply one or more of the items on the list of goods and services (commodity groups) that SOUTH AFRICAN NATIONAL SPACE AGENCY procures, are invited to apply for registration on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster. Suppliers are further required to fulfill all SOUTH AFRICAN NATIONAL SPACE AGENCY’s accreditation criteria in order to become accredited on the Contractors Roster, and become eligible for receiving acquisitions from SOUTH AFRICAN NATIONAL SPACE AGENCY.

SOUTH AFRICAN NATIONAL SPACE AGENCY is not obliged to procure from any company if that company or any of its directors have:

  1. abused the SOUTH AFRICAN NATIONAL SPACE AGENCY supply chain management policy or committed any improper conduct in relation to such policy;
  2. been convicted for fraud or corruption during the past five years;
  3. willfully neglected, reneged on or failed to comply with any government, municipal or other public sector contract during the past five years; or
  4. been listed in the Register for Tender Defaulters in terms of section 29 of the Prevention and Combating of Corrupt Activities Act (No 12 of 2004).

SOUTH AFRICAN NATIONAL SPACE AGENCY is obliged, by law, not to procure from any company if its shareholders are in the service of the state. “In the service of the state” means to be –

  1. a member of –
    1. any municipal council;
    2. any provincial legislature; or
    3. the national Assembly or the national Council of provinces;
  2. a member of the board of directors of any municipal entity;
  3. an official of any municipality or municipal entity;
  4. an employee of any national or provincial department, national or provincial public entity or constitutional institution within the meaning of the Public Finance Management Act, 1999 (Act No.1 of 1999);
  5. a member of the accounting authority of any national or provincial public entity; or
  6. an employee of Parliament or a provincial legislature.

4. What’s required to become an Accredited Prospective Supplier on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster?

The following is a list of some of the requirements to register to become accredited as a prospective vendor on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster:

  1. You are required to provide SOUTH AFRICAN NATIONAL SPACE AGENCY with the information required in the application form (Click here for more information).
  2. Submission of a signed completed Contractors Roster application form and appendices.
  3. Submission of the required documents are mandatory for accreditation on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster. Please click here to view the required documentation.
  4. The products and services procured by SOUTH AFRICAN NATIONAL SPACE AGENCY have been categorised into commodity groups. SOUTH AFRICAN NATIONAL SPACE AGENCY requires that vendors fulfill predetermined criteria to be accredited to supply certain commodity groups to SOUTH AFRICAN NATIONAL SPACE AGENCY.   1. Particulars of the firm:

    The following details of the firm are required
    • Name of firm
    • Type of entity
    • Name of contact person
    • Principal Shareholder’s/Sole Proprietor’s ID Number
    • Company Registration Number
    • Income Tax Reference Number
    • VAT Registration Number
    • Addresses (Postal and Physical)
    • Telephone and Fax Numbers, and email addresses.

    Please note that SOUTH AFRICAN NATIONAL SPACE AGENCY will use either the above email or fax number for all communications with your firm, including communicating Requests for Quotations/Proposals (email will be used as priority, fax will only be used if no email is available). Therefore, please ensure that the above information is correct as you risk losing out on opportunities to respond to acquisitions. The telephone number is also mandatory. The Company Registration Number, Income Tax Reference Number and Vat Registration Number should be reflected as contained in the Tax Clearance Certificate. Should these differ; the details on your Tax Clearance Certificate will take preference.

  2. Shareholders:
    • Information regarding the shareholding of the vendor is required
    • Shareholders may be individuals, organizations (PTY Ltd, partnerships, trusts) or both. Listed entities are not permitted to claim BEE equity ownership points. The shareholding is required to total 100%. HDI information is used to determine points for rotation and will be used for evaluation of quotations when evaluating according to PPPFA.
    • The HDI term "Disabled" means, in respect of a person, a permanent impairment of a physical, intellectual, or sensory function, which results in restricted, or lack of, ability to perform an activity in the manner, or within the range, considered normal for a human being.
    • The HDI term "NFPIC" means persons who had no franchise in national elections prior to the introduction of the Constitution of the Republic of South Africa, 1983 (Act No 110 of 1983) or the Constitution of the Republic of South Africa, 1993, (Act No 200 of 1993) ("the interim Constitution).
    • Equity ownership shall be equated to the percentage of an enterprise which is owned by individuals classified as HDIs, or in the case of a company, the percentage shares that are owned by individuals classified as HDIs, who are actively involved in the management and daily business operations of the enterprise and exercise control over the enterprise, commensurate with their degree of ownership. Where individuals are not actively involved in the management and daily business operations and do not exercise control over the enterprise commensurate with their degree of ownership, equity ownership may not be claimed.
    • Equity claims for a trust will only be allowed in respect of those persons who are both trustees and beneficiaries and who are actively involved in the management of the trust.
    • Listed companies and tertiary institutions do not qualify for HDI preference points.
    • Substantiating documentation of shareholding must be attached to the application form submitted
    • For Companies which are shareholders: Please attach a letter providing detail in support of the active involvement of the individuals (for whom points are being claimed) in the management and daily business operations of the enterprise and exercise control over the enterprise, commensurate with their degree of ownership.

  3. Commodity Groups:

  5. Accreditation:

    Certain commodity groups require that the vendor fulfil predetermined criteria in order to qualify to supply SOUTH AFRICAN NATIONAL SPACE AGENCY with that commodity. The criteria are set out in the form of three question types:
    • A criteria question (Yes/No): Answering this question in the negative, will deem the vendor not-accredited to supply the commodity
    • A qualifying question: This question intends to qualify an affirmative answer to the criteria question

  6. Regions:
    • SOUTH AFRICAN NATIONAL SPACE AGENCY has several regions that it requires the supply of items within.
    • A vendor may be registered anywhere in the world and supply to SOUTH AFRICAN NATIONAL SPACE AGENCY.
    • A vendor may only select a region of supply if the vendor has an office/branch in the region
    • During the process of developing an acquisition, searching within the database for vendor to which to send acquisitions to, is done by first searching within the region of demand. In the event that there are insufficient vendors within the region, the search is done within the city, then within the province, then within the country, and finally throughout the world.

6. How to register on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster?

Suppliers may apply for registration on SOUTH AFRICAN NATIONAL SPACE AGENCY’s Contractors Roster in one of two ways:

  1. Applying for Registration via this Website (Electronically).
  2. Applying for Registration if no access to the Internet.

  1. Applying for Registration via this Website (Electronically):

    In order to apply for registration via SOUTH AFRICAN NATIONAL SPACE AGENCY's website you require access to the Internet and a Printer.

    1. At the top of the page click on the "Apply for Registration" Link.
    2. You will be directed to the Registration Requirements screen, which will inform you of all the requirements needed to register on the Contractors Roster.
    3. Click on the "I Agree" button at the bottom right hand corner to continue.
    4. You will be directed to a screen for the creation of your Login. Follow the instructions below to create your login: -
      1. Enter an initial password: Your password may be up to 20 characters in length, and include both numbers and letters,
      2. You are required to enter the password again as a validation of the initial password entered,
      3. Record your password and keep it in a safe place. Note that your password is case sensitive.
      4. You are thereafter required to capture your :
        • Company email address: The format of the email address is required to be: Name@Domain.Ext e.g. A@ABC.COM
        • Fax number: The fax number may not contain spaces or any other symbols. The fax number is required to be of 10 digits in length, and include the area dialing code in front of the number.
        • Name of firm: This name is required to be the name of the company as it appears on the company registration documents. You will not be permitted to change the name typed here at a later time.
        • Company Registration Number: This number may not contain spaces or any other symbols.
        • Income Tax Reference Number: This number may not contain spaces or any other symbols.
        • VAT Registration Number: This number may not contain spaces or any other symbols.
      5. In creating your Login, it is mandatory that you capture all information above.
      6. Click on Save once completed
    5. Read and Agree to "Terms and Conditions of Access"; and the "Terms and Conditions for Registration on the Contractors Roster" and tick the appropriate checkbox at the bottom.
    6. Once you have read and accepted all the terms and conditions, tick the appropriate checkbox at the bottom.
    7. If you would like to be notified of other Contractors Rosters to register on, select the "Yes" option from the dropdown list.
    8. Click on the "I Agree" button to continue.
    9. A message will pop up providing you with your vendor code. Click "OK" to continue.
    10. A window will appear providing you with tutorials on how you use the website. You can access these tutorials at any point in time.

  1. If you have previously submitted a written application, you can obtain your password by clicking on the "Did you forget your password?" Link, enter your Vendor Code and click on continue. You will receive an email with your password to the email address registered in the Particulars of Firm section of the application form.
  2. Logon using your Vendor Code and Password.
  3. Click on “Edit Application”
  4. You will be asked to confirm whether you want to continue editing your application. Any changes made to the application form must be confirmed with the submission of the signed, updated application form to SOUTH AFRICAN NATIONAL SPACE AGENCY.
  5. Once you have filled in all information required for the application, click "Print and Submit Application". Your completed application form will be printed on your printer. You are required to read the application form and its declarations, and terms and conditions and sign.

18. Why do I have to confirm editing my application?

Confirmation of editing is neccesary if any information changes on your application form, because you are required to re-submit the signed completed application form. Therefore, by editing your application you will not be eligible for acquisitions until the signed completed application has been received and verified on the system.

19. How will I receive acquisitions?

If you have an email address, acquisitions (RFx) will automatically be sent to the email address registered on the Particulars of the firm section of the Application Form. If you have do not have an email address, acquisitions will automatically be faxed to the fax number registered on the Particulars of the firm section of the Application Form.

20. When will I receive acquisitions?

You will receive acquisitions when you get to the top of the Contractors Roster. Each accredited vendor will have a position on the Contractors Roster. This position is determined by the BEE Level of your firm, which is used to calculate your position based on scientific formula. The lower your BEE Level, the greater opportunities you will receive for acquisitions.
